UNTP Community Activation Register
A Community Activation Programme (CAP) is an organised community activating UNTP in a sector, a geography, or both. This register records the communities that have been admitted, the extension each one owns, and the identifier schemes, conformity schemes and software they have chosen to build on.
The registered thing is the community rather than the specification. An extension needs an owner that stands behind it, and the reason one exists is almost always a sector need, so each extension sits beneath the community that owns it with a stable identifier of its own. A community that adopts another community's extension links to it rather than registering it again. An independent technical specification is not turned away: it is contributed to a community, and where no suitable community exists it is a Secretariat judgement whether to seek nominations to establish one.
Entries hold pointers, hashes and dated observations, never definitions. Every technical artefact belongs to whoever published it, and this register's job is to say where it is, that it has not changed, and what was found when it was last checked. The rules an extension's vocabulary must follow are on the Extension Vocabularies page in the Vocabulary Specifications section.
Admission is a judgement about the community, made once by the UN secretariat with the support of the Team of Specialists, on the basis of a published self-declaration. It is independent of which sector or regional forums list a CAP, or whether any do. Registration says the community met the criteria on the date it was admitted; it does not say the extension passed conformance testing, which is a separate verdict recorded against each extension version below.

Summary

The registered thing is the community: an extension is a sub-resource beneath its owning CAP, and a CAP that uses another's extension links to it rather than registering it again. Entries hold pointers, hashes and dated observations, never definitions. NOTE: Phase 0. Content is reconciled against the sector forum sites, but owner DIDs and profile URLs are placeholders pending outreach, and no extension has been conformance tested. Extensions that exist state the version they were built against; those still planned state 1.0.0, which is what they will extend.
